Police Corruption Problems

Corruption has been in the dark closets of American policing since it was first established in the country. When policing was first instituted conditions were not the best, pay was low, and respect was hard to find. These problems coupled with the problem of a lack of laws in which bound the police to accomplish a specific task a specific way, meant they had enough discretion to hang themselves by. There shouldn†t be any surprise that corruption hasn†t vanished and will most likely never totally go away. It is just like the saying â€Å"Absolute power, corrupts absolutely†. It is just human nature to want a better life and get the things you always wanted. Some people, and police are just people, just can†t resist the temptation for â€Å"easy money†. People have a way of rationalizing situations in their heads, by thinking they are just taking care of their families and paying there bills. This is similar to the job I presently have, working in the Asset protection department for Sears. I see things I would like to have all day long, I know I could take them and no one would ever know, but I don†t. I don†t do it because there is a fear of getting caught or any kind of punishment like that, I don†t do it because of ethics and morals. I, like the majority of people see the opportunity, while a very small percentage of people take advantage of it. It is the same with policing most police are honest and hard working but, there are always some â€Å"bad apples† in the bunch. If you knew a way to tell if someone was going to be honest in everything they do, 100% of the time, I think you would at the very least be a billionaire. Corruption has to be defined in order to look at it closer. The dictionary definition of corruption is: 1. Marked by immorality and perversion; depraved. 2. Venal; dishonest: a corrupt mayor. 3 Containing errors or alterations, as a text: a corrupt translation. 4. Archaic. Tainted; putrid. Would consider a police officer who accepted a free cup of coffee corrupt?. What about an officer accepting money in exchange for not patrolling his/her sector. What would you think of a business person taking that same cup of coffee, would you believe him/her to be corrupt? I think you have to draw a line on what is corrupt and what you believe isn†t. I think you have to add into your decision making steps the â€Å"offenders† jobs, position, and role in the community. The conclusion I came to is that it definitely does make a difference on the job, position, and role in the community. I believe if the business person had nothing to do with the place in which he/she received the coffee, he/she is not corrupt. He/she just had an act of kindness betrothed on them. Regarding the police officer, he/she should not of accepted the coffee because he/she has a duty to stay impartial to the community. If he/she had to go to a fight later that same day between the person that gave him the coffee and another person, and the person who gave him the coffee was found to be in the right and the other person was in the wrong, what would happen? Most likely the person who was arrested (assuming this person had knowledge that he accepted the coffee) would most likely bring that fact up at the trial. If this situation happened the officer†s integrity would be in question, and the jury/judge would have to wonder about it. Of course accepting coffee is not the main focus of police corruption, its not against the law, nor will it have a overwhelming impact on policing. I do believe the illustration puts into simplistic terms the larger problems which are occurring with policing in large. It all comes down to â€Å"Do I take it or don†t I take it? † and it is enough? Corruption is like a drug in a way, you start small and just work your way up the ladder, until you fall off. I said before that accepting a cup of coffee isn†t against the law and doesn†t make up the corruption which we face today. I am going to describe some recent corruption cases which have been fought. As identified in a report by the Knapp Commission published over two decades ago it was found there are two different violators. The first are called â€Å"Meat eaters† who abundantly misuse their power for personal gain. These individuals go out and seek ways to get money and have the advantage. The second type is called the â€Å"Grass eaters† these people are the ones who just accept payoffs and such when the happenstance come their way. For the most part, when you hear of a corruption case you most likely hear about the â€Å"Meat eaters†, because they are the ones which get bolder faster with every successful gain. So what do we do about it? I said before if punishment isn†t going to stop police from becoming corrupt, what will? The first step to solving this â€Å"disease†, which is slowly eating away at public trust, is to acknowledge the problem. Managers on a whole use three different approaches when failing to deal with corruption. First, it is simply ignore the problem like it was never there. This approach is bad for many reasons. If the police can†t police themselves, someone will have to come in and do it for them. Public trust will never be gained. The second approach is a â€Å"pollyanna† mentality. This is where the manager discovers and finds the corruption, but downplays its total impact. This approach as with the first approach, will cause someone outside the agency to solve the problem. The third is the most lethal approach for the manager to take, one of a â€Å"cover-up†. Like the second, the manager discovers the corruption, but takes overt action to cover it up. Not only did the manager â€Å"condone† this behavior, but this will only lead to more corruption and abuse. This now enlarged corruption, will eventually lead to great public mistrust. A manager can overcome the problems with these approaches by assuming a realistic posture to this issue. This will allow the effects of the corruption to be less damaging to the agency. The next step to prevent corruption is to develop a plan of action. While no one plan will be foolproof it should include these three elements, recruitment, training, and investigation. As I previously stated, you have to come up with a definition of corruption to be used for your plans. I suggest everything from accepting a cup of coffee to the further most end of the spectrum be included. Using this definition stops people and managers from trying to decide what is across the line and what isn†t. If you try to â€Å"draw a line† this can create confusion and many people could rationalize situations as being OK. The International Association of Chiefs of Police (IACP) defines corruption as acts involving the misuse of authority by a police officer in a manner designed to produce either personal gain or gain for others. With a definition like this everyone from the patrol officer to the Chief knows where they stand. The IACP created the Model for Management Corruption Prevention, in reaction to the corruption running rapid in the departments. This model covers the three basic elements which I mentioned previously recruitment, training, and investigation. Recruitment is the first step in this process. It goes without saying that no agency hires people who they know are corrupt. There are a multitude of reasons why agencies should â€Å"Weed out† bad recruits. Money is at the top of the list. All the training in which the recruit has to go through cost the taxpayers a lot of money. Many agencies have policies in which they hire only trained personnel so this cost can be eliminated. Selecting candidates which have already been on the job, shows supervisors a track record and therefor gives them more information. The use of the polygraph is a useful tool when â€Å"weeding out† candidates.. Training provides outstanding opportunity to make a anti-corruption plan work. It does this for a couple reasons. First training gets the message out with concern to standards. Second, this training allows the recruit to ask questions and to clarify his doubts about what is appropriate and what isn†t. Training is divided into two parts, recruit and in-service. The in-service training is a valuable tools because the recruit interacts with a seasoned officer and allows that recruit to ask questions about everyday events. The department must also watch the candidate for a probationary period of about six months. This programs is called the Field Training Officer (FTO) period. During this period of FTO the new recruit rides with a seasoned officer. Most agencies can release the recruit during this period for little or no cause. The department may also elect to send their recruits to a formal academic setting for training. This in turn will hopefully help the recruit in making the right decision when the question arises â€Å"Will I take it or won†t I? â€Å". The last stage of this three point training is investigation. This is the crucial elements to this whole program, without it everything else loses its ability to function. If the public knows the department will thoroughly investigate all reports of corruption, it will instill a confidence with the department. The investigation phase will most likely be conducted by the departments internal affairs unit. The IACP developed a model for departments to utilize. The first issue to be addressed is staffing. In small departments this could consist of only one person on a part time basis. In larger departments this unit could consist on many officers on a full time basis. If you are really concerned with the corruption within your department, you should consider having an outside agency investigate alleged corruption. This will ensure favoritism will not occur. Once you have decided with type of staffing is appropriate for your department, you should decide where in the department to place them. The best location for the unit to be is directly under the Chief. This will provide for a direct line of communication of the problems at hand. The Chief should provide a clear and definitive procedure for investigating alleged allegations of corruption. Theses procedures may include: 1. Handling all complaints quickly and impartially. 2. Explanation that the unit only handles facts, and doesn†t determine guilt of innocents. 3. Meticulous and accurate documentation is a must. 4. Responding to a crime scene immediately where an officer had to shoot a subject. In summary, police are human and have the same compulsions which others posses. This of course doesn†t excuse the corruption in the departments. When you think of corruption in the police field, remember that acts which are corrupt for one may not be corrupt for all. Every instance needs to be looked in to with great concern and objectiveness. If we don†t investigate every allegation we will loose the public trust and this will make it impossible to do the job effectively.

Forward the Foundation Chapter 23

5 â€Å"Dad,† said Raych with some concern, â€Å"you look tired.† â€Å"I dare say,† said Hari Seldon, â€Å"I feel tired. But how are you?† Raych was forty-four now and his hair was beginning to show a bit of gray, but his mustache remained thick and dark and very Dahlite in appearance. Seldon wondered if he touched it up with dye, but it would have been the wrong thing to ask. Seldon said, â€Å"Are you through with your lecturing for a while?† â€Å"For a while. Not for long. And I'm glad to be home and see the baby and Manella and Wanda-and you, Dad.† â€Å"Thank you. But I have news for you, Raych. No more lecturing. I'm going to need you here.† Raych frowned. â€Å"What for?† On two different occasions he had been sent to carry out delicate missions, but those were back during the days of the Joranumite menace. As far as he knew, things were quiet now, especially with the overthrow of the junta and the reestablishment of a pale Emperor. â€Å"It's Wanda,† said Seldon. â€Å"Wanda? What's wrong with Wanda?† â€Å"Nothing's wrong with her, but we're going to have to work out a complete genome for her-and for you and Manella as well-and eventually for the new baby.† â€Å"For Bellis, too? What's going on?† Seldon hesitated. â€Å"Raych, you know that your mother and I always thought there was something lovable about you, something that inspired affection and trust.† â€Å"I know you thought so. You said so often enough when you were trying to get me to do something difficult. But I'll be honest with you. I never felt it.† â€Å"No, you won over me and†¦ and Dors.† (He had such trouble saying the name, even though four years had passed since her destruction.) â€Å"You won over Rashelle of Wye. You won over Jo-Jo Joranum. You won over Manella. How do you account for all that?† â€Å"Intelligence and charm,† said Raych, grinning. â€Å"Have you thought you might have been in touch with their-our-minds?† â€Å"No, I've never thought that. And now that you mention it, I think it's ridiculous. With all due respect, Dad, of course.† â€Å"What if I told you that Wanda seems to have read Yugo's mind during a moment of crisis?† â€Å"Coincidence or imagination, I should say.† â€Å"Raych, I knew someone once who could handle people's minds as easily as you and I handle conversation.† â€Å"Who was that?† â€Å"I can't speak of him. Take my word for it, though.† â€Å"Well-† said Raych dubiously. â€Å"I've been at the Galactic Library, checking on such matters. There is a curious story, about twenty thousand years old and therefore back to the misty origins of hyperspatial travel. It's about a young woman, not much more than Wanda's age, who could communicate with an entire planet that circled a sun called Nemesis.† â€Å"Surely a fairytale.† â€Å"Surely. And incomplete, at that. But the similarity with Wanda is astonishing.† Raych said, â€Å"Dad, what are you planning?† â€Å"I'm not sure, Raych. I need to know the genome and I have to find others like Wanda. I have a notion that youngsters are born-not often but occasionally-with such mental abilities, but that, in general, it merely gets them in trouble and they learn to mask it. And as they grow tip, their ability, their talent, is buried deep within their minds- sort of an unconscious act of self-preservation. Surely in the Empire or even just among Trantor's forty billion, there must be more of that sort, like Wanda, and if I know the genome I want, I can test those I think may be so.† â€Å"And what would you do with them if you found them, Dad?† â€Å"I have the notion that they are what I need for the further development of psychohistory.† Raych said, â€Å"And Wanda is the first of the type you know about and you intend to make a psychohistorian out of her?† â€Å"Perhaps.† â€Å"Like Yugo. Dad, no!† â€Å"Why no?† â€Å"Because I want her to grow up like a normal girl and become a normal woman. I will not have you sitting her before the Prime Radiant and make her into a living monument to psychohistorical mathematics.† Seldon said, â€Å"It may not come to that, Raych, but we must have her genome. You know that for thousands of years there have been suggestions that every human being have his genome on file. It's only the expense that's kept it from becoming standard practice; no one doubts the usefulness of it. Surely you see the advantages. If nothing else, we will know Wanda's tendencies toward a variety of physiological disorders. If we had ever had Yugo's genome, I am certain he would not now be dying. Surely we can go that far.† â€Å"Well, maybe, Dad, but no further. I'm willing to bet that Manella is going to be a lot firmer on this than I am.† Seldon said, â€Å"Very well. But remember, no more lecture tours. I need you at home.† â€Å"We'll see,† Raych said and left. Seldon sat there in a quandary. Eto Demerzel, the one person he knew who could handle minds, would have known what to do. Dors, with her nonhuman knowledge, might have known what to do. For himself, he had a dim vision of a new psychohistory-but nothing more than that. 6 It was not an easy task to obtain a complete genome of Wanda. To begin with, the number of biophysicists equipped to handle the genome was small and those that existed were always busy. Nor was it possible for Seldon to discuss his needs openly, in order to interest the biophysicists. It was absolutely essential, Seldon felt, that the true reason for his interest in Wanda's mental powers be kept secret from all the Galaxy. And if another difficulty was needed, it was the fact that the process was infernally expensive. Seldon shook his head and said to Mian Endelecki, the biophysicist he was now consulting, â€Å"Why so expensive, Dr. Endelecki? I am not an expert in the field, but it is my distinct understanding that the process is completely computerized and that, once you have a scraping of skin cells, the genome can be completely built and analyzed in a matter of days.† â€Å"That's true. But having a deoxyribonucleic acid molecule stretching out for billions of nucleotides, with every purine and pyrimidine in its place, is the least of it; the very least of it, Professor Seldon. There is then the matter of studying each one and comparing it to some standard. â€Å"Now, consider, in the first place, that although we have records of complete genomes, they represent a vanishingly small fraction of the number of genomes that exist, so that we don't really know how standard they are.† Seldon asked, â€Å"Why so few?† â€Å"A number of reasons. The expense, for one thing. Few people are willing to spend the credits on it unless they have strong reason to think there is something wrong with their genome. And if they have no strong reason, they are reluctant to undergo analysis for fear they will find something wrong. Now, then, are you sure you want your granddaughter genomed?† â€Å"Yes, I do. It is terribly important.† â€Å"Why? Does she show signs of a metabolic anomaly?† â€Å"No, she doesn't. Rather the reverse-if I knew the antonym of ‘anomaly.' I consider her a most unusual person and I want to know just what it is that makes her unusual.† â€Å"Unusual in what way?† â€Å"Mentally, but it's impossible for me to go into details, since I don't entirely understand it. Maybe I will, once she is genomed.† â€Å"How old is she?† â€Å"Twelve. She'll soon be thirteen.† â€Å"In that case, I'll need permission from her parents.† Seldon cleared his throat. â€Å"That may be difficult to get. I'm her grandfather. Wouldn't my permission be enough?† â€Å"For me, certainly. But, you know, we're talking about the law. I don't wish to lose my license to practice.† It was necessary for Seldon to approach Raych again. This, too, was difficult, as he protested once more that he and his wife, Manella, wanted Wanda to live a normal life of a normal girl. What if her genome did turn out to be abnormal? Would she be whisked away to be prodded and probed like a laboratory specimen? Would Hari, in his fanatical devotion to his Psychohistory Project, press Wanda into a life of all work and no play, shutting her off from other young people her age? But Seldon was insistent. â€Å"Trust me, Raych. I would never do anything to harm Wanda. But this must be done. I need to know Wanda's genome. If it is as I suspect it is, we may be on the verge of altering the course of psychohistory, of the future of the Galaxy itself!† And so Raych was persuaded and somehow he obtained Manella's consent, as well. And together, the three adults took Wanda to Dr. Endelecki's office. Mian Endelecki greeted them at the door. Her hair was a shining white, but her face showed no sign of age. She looked at the girl, who walked in with a look of curiosity on her face but with no signs of apprehension or fear. She then turned her gaze to the three adults who had accompanied Wanda. Dr. Endelecki said with a smile, â€Å"Mother, father, and grandfather-am I right?† Seldon answered, â€Å"Absolutely right.† Raych looked hang-dog and Manella, her face a little swollen and her eyes a little red, looked tired. â€Å"Wanda,† began the doctor. â€Å"That is your name, isn't it?† â€Å"Yes, ma'am,† said Wanda in her clear voice. â€Å"I'm going to tell you exactly what I'm going to do with you. You're right-handed, I suppose.† â€Å"Yes, ma'am.† â€Å"Very well, then, I'll spray a little patch on your left forearm with an anesthetic. It will just feel like a cool wind. Nothing else. I'll then scrape a little skin from you just a tiny bit. There'll be no pain, no blood, no mark afterward. When I'm done, I'll spray a little disinfectant on it. The whole thing will take just a few minutes. Does that sound all right to you?† â€Å"Sure,† said Wanda, as she held out her arm. When it was over, Dr. Endelecki said, â€Å"I'll put the scraping under the microscope, choose a decent cell, and put my computerized gene analyzer to work. It will mark off every last nucleotide, but there are billions of them. It will probably take the better part of a day. It's all automatic, of course, so I won't be sitting here watching it and there's no point in your doing so, either. â€Å"Once the genome is prepared, it will take an even longer time to analyze it. If you want a complete job, it may take a couple of weeks. That is why it's so expensive a procedure. The work is hard and long. I'll call you in when I have it.† She turned away, as if she had dismissed the family, and busied herself with the gleaming apparatus on the table in front of her. Seldon said, â€Å"If you come across anything unusual, will you get in touch with me instantly? I mean, don't wait for a complete analysis if you find something in the first hour. Don't make me wait.† â€Å"The chances of finding anything in the first hour are very slim, but I promise you, Professor Seldon that I will be in touch with you at once if it seems necessary.† Manella snatched Wanda's arm and led her off triumphantly. Raych followed, feet dragging. Seldon lingered and said, â€Å"This is more important than you know, Dr. Endelecki.† Dr. Endelecki nodded as she said, â€Å"Whatever the reason, Professor, I'll do my best.† Seldon left, his lips pressed tightly together. Why he had thought that somehow the genome would be worked out in five minutes and that a glance at it in another five minutes would give him an answer, he did not know. Now he would have to wait for weeks, without knowing what would be found. He ground his teeth. Would his newest brainchild, the Second Foundation, ever be established or was it an illusion that would remain always just out of reach? 7 Hari Seldon walked into Dr. Endelecki's office, a nervous smile on his face. He said, â€Å"You said a couple of weeks, Doctor. It's been over a month mow.† Dr. Endelecki nodded. â€Å"I'm sorry, Professor Seldon but you wanted everything exact and that is what I have tried to do.† â€Å"Well?† The look of anxiety on Seldon's face did not disappear. What did you find?† â€Å"A hundred or so defective genes.† â€Å"What! Defective genes. Are you serious, Doctor?† â€Å"Quite serious. Why not? There are no genomes without at least a hundred defective genes; usually there are considerably more. It's not as bad as it sounds, you know.† â€Å"No, I don't know. You're the expert, Doctor, not I.† Dr. Endelecki sighed and stirred in her chair. â€Å"You don't know anything about genetics, do you, Professor?† â€Å"No, I don't. A man can't know everything.† â€Å"You're perfectly right. I know nothing about this-what do you call it?-this psychohistory of yours.† Dr. Endelecki shrugged, then continued. â€Å"If you wanted to explain anything about it, you would be forced to start from the beginning and I would probably not understand it even so. â€Å"Now, as to genetics-â€Å" â€Å"Well?† â€Å"An imperfect gene usually means nothing. There are imperfect genes-so imperfect and so crucial that they produce terrible disorders. These are very rare, though. Most imperfect genes simply don't work with absolute accuracy. They're like wheels that are slightly out of balance. A vehicle will move along, trembling a bit, but it will move along.† â€Å"Is that what Wanda has?† â€Å"Yes. More or less. After all, if all genes were perfect, we would all look precisely the same, we would all behave precisely the same. It's the difference in genes that makes for different people.† â€Å"But won't it get worse as we grow older?† â€Å"Yes. We all get worse as we grow older. I noticed you limping when you came in. Why is that?† â€Å"A touch of sciatica,† muttered Seldon. â€Å"Did you have it all your life?† â€Å"Of course not.† â€Å"Well, some of your genes have gotten worse with time and now you limp.† â€Å"And what will happen to Wanda with time?† â€Å"I don't know. I can't predict the future, Professor; I believe that is your province. However, if I were to hazard a guess, I would say that nothing unusual will happen to Wanda-at least, genetically-except the gathering of old age.† Seldon said, â€Å"Are you sure?† â€Å"You have to take my word for it. You wanted to find out about Wanda's genome and you ran the risk of discovering things perhaps it is better not to know. But I tell you that, in my opinion, I can see nothing terrible happening to her.† â€Å"The imperfect genes-should we fix them? Can we fix them?† â€Å"No. In the first place, it would be very expensive. Secondly, the chances are that they would not stay fixed. And finally, people are against it. â€Å"But why?† â€Å"Because they're against science in general. You should know this as well as anyone, Professor. I'm afraid the situation is such, especially since Cleon's death, that mysticism has been gaining ground. People don't believe in fixing genes scientifically. They would rather cure things by the laying on of hands or by mumbo-jumbo of some sort or other. Frankly it is extremely difficult for me to continue with my job. Very little funding is coming in.† Seldon nodded. â€Å"Actually I understand this situation all too well. Psychohistory explains it, but I honestly didn't think the situation was growing so bad so rapidly. I've been too involved in my own work to see the difficulties all around me.† He sighed. â€Å"I've been watching the Galactic Empire slowly fall apart for over thirty years now-and now that it's beginning to collapse much more rapidly, I don't see how we can stop it in time.† â€Å"Are you trying to?† Dr. Endelecki seemed amused. â€Å"Yes, I am.† â€Å"Lots of luck. About your sciatica. You know, fifty years ago it could have been cured. Not now, though.† â€Å"Why not?† â€Å"Well, the devices used for it are gone; the people who could have handled them are working on other things. Medicine is declining.† â€Å"Along with everything else,† mused Seldon. â€Å"But let's get back to Wanda. I feel she is a most unusual young woman with a brain that is different from most. What do her genes tell you about her brain?† Dr. Endelecki leaned back in her chair. â€Å"Professor Seldon do you know just how many genes are involved in brain function?† â€Å"No. â€Å"I'll remind you that, of all the aspects of the human body, the brain function is the most intricate. In fact, as far as we know, there is nothing in the Universe as intricate as the human brain. So you won't be surprised when I tell you that there are thousands of genes that each play a role in brain function.† â€Å"Thousands?† â€Å"Exactly. And it is impossible to go through those genes and see anything specifically unusual. I will take your word for it, as far as Wanda is concerned. She is an unusual girl with an unusual brain, but I see nothing in her genes that can tell me anything about that brain-except, of course, that it is normal.† â€Å"Could you find other people whose genes for mental functioning are like Wanda's, that have the same brain pattern?† â€Å"I doubt it very much. Even if another brain were much like hers, there would still be enormous differences in the genes. No use looking for similarities. Tell me, Professor, just what is it about Wanda that makes you think her brain is so unusual?† Seldon shook his head. â€Å"I'm sorry. It's not something I can discuss.† â€Å"In that case, I am certain that I can find out nothing for you. How did you discover that there was something unusual about her brain-this thing you can't discuss?† â€Å"Accident,† muttered Seldon. â€Å"Sheer accident.† â€Å"In that case, you're going to have to find other brains like hers-also by accident. Nothing else can be done.† Silence settled over both of them. Finally Seldon said, â€Å"Is there anything else you can tell me?† â€Å"I'm afraid not. Except that I'll send you my bill.† Seldon rose with an effort. His sciatica hurt him badly. â€Å"Well then, thank you, Doctor. Send the bill and I'll pay it.† Hari Seldon left the doctor's office, wondering just what he would do next.

He always preached being positive and did not entertain any kind of negotiation with Hitler. He inspired almost all the citizens that lived in Britain at the time with the help of his stalwart fortitude. When he became the Prime Minister, he was 65 years old however his age did not tie his enthusiasm down because he continued to be extremely energetic at the old age of 65 as well. He had mustered enough experience at the time and was at a spot where he knew exactly what the citizens of the country desired. During the course of his career, he was also subject to a number of faulty decisions and unpopularity however, all of that added on to the experience that he had gained over the years which finally helped him make good judgements. He also possessed excellent communication skills and has been known to be one of the greatest orators of all time. Churchill had a great amount of charisma which attracted people towards him and the principles that he preached. It is morally wrong for human beings to destroy the natural environment and other resources in the planet. The future generation will require living in an environmentally hospitable, favorable and hygienic condition that is being determined by the present generation. These conditions wholly depend on the way we treat the environment today. If we take care of all components of the universe such as the air, the soils and forests and other resources the earth shall be a favorable and friendly place for the future generations (Nash 1989). Although the question of ethics and morality is very complex, it is always important to explore environmental issues from a diverse point of view since what may seem right to an individual may be very immoral and unethical to another. The issue of dumping toxic waste and other forms of hazardous waste need no debate due to the adverse effects of the toxic to the well being of plants and animals living within the affected region. It is for this reason that Alabama act to damp the waste was environmentally unethical since he only considered the completion of his work and ignored the fate of other inhabitants within the location where the dumping was taking place. The sentence though seemed harsh, but I would consider it very light considering the impacts of his action both in the present as well as in the future (Enger Smith 2002). Alabama Man Sentenced For Dumping Hazardous Waste Alabama decision to dump hazardous waste at the abandoned industrial sites draws mixed criticism from different philosophers. Although to the majority of the people Alabama’s decision to damp such toxic waste on an open region was wrong and showed disrespect to the environment as well as to the inhabitants currently living and those to live after. From an ethical perspective, Alabama’s decision was an ethical. Because he was not considerate on the wellbeing of the people and other inhabitants living within the region he chose to damp the toxic waste. From a moral point of view, may be Alabama perceived his action as correct since his newly discovered dump site had been abandoned and no one lived around. For this reason, he might have considered on the time and money he was bound to save by transporting the waste to a nearby site than to the far designated region (Enger Smith 2002). The fine set upon him was very fair considering the impacts both directly and indirectly the hazardous waste would cause to the environment, both to the present generation as well as to the future generation. The fine should be made harsher with steeper penalties for any unethical injustices done to the environment. According to the anthropocentric theory of moral responsibility regarding the environment, Alabama action was environmentally unethical because he considered the human interests only with the assumption that human beings are the only significant creatures and that the rest of the inhabitants such as the plants and animals are not significant and can be overlooked while making certain decisions regarding the environment. This line of thought is wrong because all the inhabitants of the earth are depended on each other and the destruction of one result to failure of another. In his critic Naturalist Philosopher Emerson, blames commerce for the environment injustices taking place. In his argument, man’s actions threaten to upset the balance between men and nature. Emerson disagrees with Alabama’s action which is financially driven in that he chose to locate a secret dump site for his toxic waste so as to clear with his assignment within a short period of time and save on the transport cost as well being paid for the completed assignment. Alabama’s decision is thus unethical, because he did not put into consideration all the components of the environment but chose to be driven by the moral urge to work within a short period of time and save on other costs he was bound to incur (Enger Smith 2002). The biocentrism theory towards the moral responsibility to the environment suggests that all forms life have a right to exist. According to some biocentrism animals are more valued than plants and greater responsibility is placed on them. According to Alabama, his responsibility to the environment had some biogenetic traits whereby his concern was more to people than the plants species that where being affected directly by the toxic and hazardous waste dumped at the industrial site. Henry David Thoreau in his naturalist campaign describes Alabama’s act as a â€Å"do not care altitude† whereby few people do not care for the things they need to protect but instead vandalizes them. According to John Muir, Alabama demonstrated a high level or irresponsibility and went against the ethics of divinity. He believes that the wilderness mirrors divinity, nourishes humanity and vivifies the spirit and by dumping the toxic waste in an authorized place threatened the existence of the wilderness. As philosopher Aldo Leopold describes in his thinking, no man will ever see the beauty of the wilderness such as the long grass prairie, the beautiful flowers that stirrups the fields if men in their unethical deeds as Alabama demonstrated continue destroying the fields through illegal dumping of wastes and other toxic substances whose effect is being felt by both plants and animals living within the region the dumping takes place (Enger Smith 2002). The ecocentrism approach to environmental responsibility maintains that the environment deserves direct moral consideration in whatever we do, although the environment is considered to be at moral par with humans. Aldo Leopold had advocated that land is the basic concept of ecology that is to be loved and respected but Alabama failed to demonstrate this love by dumping waste illegally, to him anything is ethically and morally right if it preserves the integrity and stability of the community otherwise it is wrong. According to Leopolds idea, the land is an object of moral concern that needs protection from everyone and all its inhabitants. He maintained that it is morally wrong to eliminate any species from the land with a simple reason of increasing the monetary value of any activity being undertaken knowingly. It is this very act Alabama went against by illegally dumping toxic in a designated area which posed serious threat to all the inhabitants within the region (Nash 1989). . So in this paper they have conducted 96 experimental studies from different groups to compare rewards and non-rewards effect on intrinsic motivation. In this article I found Intrinsic Motivation as dependent variable, whereas reinforcement and rewards are independent variables. Thus, it shows that in order to bring intrinsic motivation there is need to be some good reinforcement and rewards. As I mentioned above they conducted 96 experiments and the results showed that reward does not decrease intrinsic motivation. Miranda Grey and Frederick Clegg from The Collector by John Fowles Miranda Grey and Frederick Clegg are the main characters that are interpreted in the text The Collector, by John Fowles. Both characters correspond to different classes in society. John Fowles uses the concept of the implied reader, in which he 'speaks to' a specific reader in mind in an attempt to have the story interpreted in a particular way. Fowles expects us to read Miranda as an intelligent, mentally independent being part of the upper class, but at the same time, an arrogant "liberal humanist snob" (Radhakrishna Rao, www.freshlimesoda.com/reviews/thecollector.html). The use and lack of several literary techniques, point of view, allusion, and Heraclitian philosophies encourages this intended response I hold towards Miranda. Fowles' various writing techniques promoted the interpretation that Clegg is part of the lower class and as a result is a victim of the mind, unable to expand his thoughts or feelings. It is because of this that he finds it hard to see between what is morally correct, and what is not accepted. I found it difficult to respond to his character due to the fact that the protagonist in most novels is one easy to identify with, unlike the motives of Frederick Clegg. Fowles' uses several literary techniques to enhance the proposed analysis of Clegg. The first insights to Clegg's mental restrictions are revealed as early as the first page. However, "Instead of accepting everything that Clegg says at face value we must question it" (The Collector: Wizard Study Notes pg. 11), and that is exactly how Fowles intends it. Clegg portrays his information as an informal account of events, perhaps similar to a description of hi... ...n emotionally, which encouraged part of my response to be out of compassion. Fowles intends for us to question both characters and has succeeded in doing so. Beowulf: Fierce and Compassionate Warrior :: Epic of Beowulf Essays

The epic Beowulf is one of the oldest poems written in English. According to the Norton Anthology, "the poem was composed more the twelve hundred years ago, in the first half of the eight century. Its author may have been a native of what was Mercia, the Midlands of England today, although the late tenth-century manuscript , which alone preserves the poem, originated in the south in the kingdom of the West Saxons" (Norton 21). Although the poem is of English origin, it speaks of tribes (the Danes and the Geats) that are from the "Danish island of Zealand and southern Sweden respectively" (Norton 22). The main character, Beowulf, demonstrates that he is a warrior who places heroism and bravery over his own well-being and life. Beowulf is a hero and an example of a great warrior. His actions give us a good example of the pagan warrior mentality. The pagan society is a warrior society, in which courage and bravery are extremely prevalent. Beowulf fights against monsters and dragons, and he would rather die in battle, then anywhere else. Beowulf is called upon to help defeat Grendel, who is a monster that has taken over the hall of Heorot. He is greeted with great hospitality. Hrothgar, the King of Denmark, is relived to see Beowulf. There is some skepticism by Unferth, who recalls a fight in which Beowulf lost in Battle. Unferth is wrong, and Beowulf says this great line: "fate often saves an undoomed man when his courage is good." Beowulf defeats Grendel with great ease and the people of the hall are gracious to Beowulf. With all his great achievements, he becomes king of his homeland (Geatland). Even in his old age, he still has an obligation to fight against the evils of nature. Beowulf hears about a dragon who has become extremely upset because a thief stole a cup from a treasure which he had been guarding for several years. When Beowulf asks for volunteers to fight against the dragon, all but one of Beowulf's followers run into the forest in fear. The one who stays with Beowulf, is a young warrior named Wiglaf.

Loyalty can be defined by anyone but there’s only one definition of loyalty. Google’s definition of loyalty is the quality of being loyal to someone or something. The second definition for loyalty is a strong feeling of support or allegiance; fights with in-laws cause divided loyalties. My definition of loyalty relates to the first definition; however, it consists of more than just that. Loyalty means respect and competence pertaining to a certain degree of trust and allegiance to an organization or personal lifestyles one might be involved in. Emotions and stereotypical thoughts have a major role in the play called loyalty. Loyalty and emotions have similarities just because of the fact an individual has to have some form of feeling towards a person or they will never be able to be loyal. What is the meaning of being loyal? Loyalty is defined by the person giving the meaning of its definition. Google definition of loyalty is true to a certain extent, but there is still something missing. The quality of being loyal should exist in everyone. Everyone or a particular breed has the quality of being loyal. Definitions seem to captivate everyone’s minds into believing the term or definition is true just because it has a reliable source. Sources are undoubtedly opinions from scholars; opinions arouse from person’s experience to inform people about such terms. If the term loyalty is true as it is supposed to be it might as well be self-explanatory. Loyalty is a word that consists of trust, faith, allegiance, and love. Without those four terms loyalty doesn’t exists. The quality of being loyal all depends on the people that may think of these terms. Imagine two couples that have undeniable trust for each other with stipulations which are to be loyal forever, one runs off to meet another individual she might have attractions for, the other partner finds out about it so the partner feels like she is not being loyal. The reason for that is because he feels like she is only upposed to be attracted to him, but she feels differently because she feels that she hasn’t cheated on him. These are two couples with two different definitions pertaining to loyalty. Emotions and stereotypical thought has everything to do with loyalty. Emotions give an individual trust and fear which are needed so one can attain the ability to be loyal. Without trust for an individual, people will never be able to give their complete trust and loyalty especially when the individual wants the same respect. Stereotypical thoughts pertaining to the term loyalty will give an individual a lesser understanding of the term loyalty mainly because stereotypical people tend to have their own opinions about everything which isn’t wrong but it justifies the statement. Everyone has their own definition of loyalty. Furthermore, what is the meaning of loyalty which is one of the questions everyone tends to asked themselves? Loyalties are moreover something genuine and sacred people or an organization tends to have. Loyalty consists of trust, love, and respect. Everyone has the ability to be loyal as long as it has true meaning.

Gladstone’s liberalism

This question focuses on Gladstone's liberalism and to what extent he applied it during his first ministry, 1868-74. Liberalism is a political philosophy that stresses individual liberty, equal opportunity and rights, Victorian liberalism was a mixture of ideology, morality and self-interest, and it advocated civil and religious liberty. Gladstone was the embodiment of Victorian liberalism, he tried to put forward his liberalism but he often found that he fought a lone battle in the cabinet. To assess the extent of how much Gladstone's liberalism was applied during his first ministry, I will be looking at the acts that were passed during this period and looking at how liberal in nature they were. His attention was mainly focused on Ireland as he said in his own words â€Å"It is my mission to pacify Ireland†. He put forward 3 acts and bills concerning Ireland, at the time these were fairly controversial, as he was one of the first Prime Ministers to address the Irish question. The first act that Gladstone passed as Prime Minister was The Disestablishment of the Irish Church Act. This broke the connection between church and state and ended the Anglican church's status as the established church of Ireland, this aimed to reduce endowments and redistributing a third of its annual reserve to non-religious ends, e. g. improving hospitals. This was quite a liberal act as it allowed people to freely attend whichever church they wanted. This however showed Gladstone's willingness to solve a problem without appreciating its background and not understanding its immediate practical requirements. Th Irish Church Act was Gladstone's first liberal move and gave an indication of the path his future acts would take. His second act in 1870 was The Irish Land Act. This was initially one of his most liberal measures as it gave a lot of the protection to the tenant, the individual, but it was diluted so its effectiveness was reduced. It said that tenants should have greater protection from eviction and should be compensated if their rent was deemed excessive, be given compensation for improvements and repairs they had made and that new tenants should compensate the old tenants for their share in the property. The most important part of this at was the compensation if the rent was deemed excessive; Lord Salisbury objected to this clause as he said that no court had the right to adjudicate on the fairness of rent. This omission made the bill limited and unremarkable, this caused anger as it did not live up to its expectations and it failed to realise the aim of the land-lord. At first this bill promised to be a very important bill as it finally gave protection to the tenants but in the end it just made the tenants position less secure as land-lords could now freely increase rent as there was no-one to stop them. This should have been another success for Gladstone but after it had passed through parliament it became just another ordinary act. The Education Act of 1870 put forward by William Forster allowed for the continuation of denominational schools, but in districts where schooling was deficient a locally elected board would be set up. This had the power to organize schools and enforce the attendance of children aged between 5 and 12 who were not being educated in any other way, the boards could also decide whether religious teaching was to be given in their schools. This mainly benefited the working class who before had been unable to send their children to school because it was too expensive so the children went to work instead. The two main organizations involved in this act were the National Education League and Union. The League was non-conformist and wanted gratuitous secular education, the Union was Anglican and wanted religious teaching. The pressure resulting from the conflict between the two groups produced the Cowper Temple Clause; this meant that only non-denominational religious education was to be provided in schools receiving state aid. This was an important liberal act as it gave educational opportunities to the working class who had never before had the chance of free schooling. Other important acts included The 1870 Civil Service Act. This meant that all positions within the civil service were open to public competition, this was obviously a liberal act as it gave the opportunity to people to hold positions which had never been open to them as before a system of patronage was used. Army reforms were also introduced these were the 1871 Army regulation Act. The aim of this was â€Å"To combine in one harmonious whole all the branches of our military forces†, this abolished the system of purchase, an officer bought his commission and could sell it for whatever he could get, and also flogging in peacetime was abolished. The 1871 University Test Act made positions of teaching at Oxford and Cambridge open to non-Anglicans. The Ballot Act introduced the secret ballot, this meant that people could express their opinions without being persecuted. The Trade Union Act of 1871 legalized trade unions. Workers were now protected and had their interests looked after so if they felt that they were being treated unfairly they could do something about it. All of these acts cohered with the liberal philosophy, they gave long overdue equal rights and opportunities to everyone. One of the final acts by Gladstone was the Licensing Act of 1872. This tightened the control on licensing and fixed public houses opening and closing times, with this Gladstone did his party immense harm by alienating brewers and distillers who naturally turned to the conservatives. Gladstone had no doubt in his mind what had caused his election defeat in 1974, in a letter to his brother he commented † We have been borne down in a torrent of gin and beer†, this act did more harm than good and ended Gladstone's first ministry. Gladstone's serious view of life, his devotion to progress and his insistence on justice and right made him a leader who was idolized or hated. His was the figurehead of liberalism and his many liberal acts showed how passionate he was about it. He was not a great Prime minister but during his first ministry he tried very hard to spread liberalism that appealed rather to a particular mentality that might be found in all classes, so in fact it was above class. In conclusion Gladstone's liberalism was his belief in equal opportunities, in an era when this was not available to everyone it was a very brave belief as many of the population could not afford schooling, but thanks to Gladstone this problem was now fixed. He applied his liberalism to a great extent as he introduced some very important changes, these being the Education and Irish Church acts. The way his ministry ended showed that he had not finished and more was to come, mainly his pursuit of Irish Home Rule. He was probably more important for what he was than what he did.
